in excess of amounts transferred under Article V, Section 12(f)(i) and (j) from the Special Disbursement Account to the General Resources Account. (c) An eighty-five percent majority of the total voting power shall be required for any change in quotas. (d) The quota of a member shall not be changed until the member Inflatable Slide has consented and until payment has been made unless payment is deemed to have been made in accordance with Section 3(b) of this Article.
